Well here goes......
Powder coating is a process in which powder is applied using an electronic current to cling the powder substance to the wheel before it is baked over 400 degrees in an oven. You also get a rough finish on the texture.
The way powder coating should take place but since so many are competing these days to keep the cost down is NO PRE-WORK and some don't even PRE-HEAT. Which means a lot of coaters are shooting right over the finish you brought them in with.
Now hard-bake is a process which the wheels are painted, cured and after a min of 12-hours is then baked at less than 200 degrees. The finish is a smooth one.
I actually prep the areas, do a HOT dip into a ultra sonic take which removes all debris and air blown. After that we paint and clear which is a two stage process not a one shot deal. 12-hours later we then hard-bake and allow to cure again before offing them out to mount!
